Powers and duties of officers and employees working in department of urban development :

Pr. Secretary/Secretary (UD): Pr. Secretary/Secretary (UD) is the administrative head of the department and acts as principal adviser to the Minister in-charge on all matters of policy related to the department.
Special Secretary: Special Secretary (UD) is the in-charge of the wings/sections enumerated in the organization chart above. In addition to this he has been declared Head of Department in respect of Contingent Expnediture of Urban Development Department besides being the First Appellate Authority under Right to Information Act, 2005.
Additional Secretary: Like Special Secretary Additional Secretaries are the in-charge of the wings/sections given in the organization charge. They are entrusted with the measure of independent funcioning of the wings falling their respective jurisdiction.
Deputy Secretaries: Deputy Secretaries acts on behalf of the Pr. Secretary. The are responsible for the disposal of department matters within the branches under their respective charge. They should, ordinarily be able to dispose of the the majoirty of cases coming to them and use their discretion in taking orders of Special Secretary/Addl. Secretary/Joint Secretary/Pr. Secretary on more important cases, either orally or by submission of papers.
Office Superintendent: Office Superintendent functions as the supervisor of the branch. His main fucntion is distribution of work among staff as evenly possible, training, advising the staff under them regarding official matters. They should ensure timely submission of important receipts.
