UNAUTHORIZED COLONIES

  • REGULARISATION
    • 567 unauthorized colonies were regularized upto 1993.
    •  the govt. decided to regularize more colonies.
    •  Govt.of India issued guidelines for regularisation of unauthorized colonies on 5th October 2007 and regulations on 24th March 2008, amended thereafter on 16th June 2008.
    •  The salient features for regularisation are as under:
    • Cutoff date for regularisation is 31/3/2002.
    • Colonies located on forest land, ASI land, posing hindrances to the infrastructure such as Master Plan roads etc. are not to be considered.
    • Land cost and penalty to be recovered from the colonies located on Govt. land .
    • Development charges are to be collected from all the unauthorized colonies.
    • Applications were invited from the RWA’s of unauthorized colonies in accordance with the guidelines / regulations.
    • 1639 Application of Unauthorized Colonies received from RWAs for consideration of regularization.
  • UNAUTHORIZED COLONIES
    • All the applications sent to various agencies for verification in accordance with the regulations. The agencies are MCD, DDA, Forest Department, Revenue Department and ASI.
    • Provisional Regularization Certificates have been issued to 1218 Unauthorized Colonies on 04/10/08 in accordance with the notification dated 16/06/08.
    • 12 months times have been given to the agencies for completing the work assigned to them from the date of issue of Provisional Regularization Certificate for final regularization of the unauthorized colonies.
    •  Agencies are in the process of scrutiny / verification of layout plans / documents of the unauthorized colonies submitted by the RWA’s.
    •  Final regularization of the unauthorized colonies is to be done by the GNCTD.
  • UNAUTHORIZED COLONIES
    •  DEVELOPMENT WORKS
      •  Development works are being carried out in unauthorized colonies located on private land since 1998-99.
      • Development work includes construction of road and drains, provision of water lines, sewerage, street lighting, electricity.
      •  An allocation of Rs. 2800 crore have been made in the 11th Five Year Plan.
      •  Rs. 885.25 crores released in f.y. 2008-09.
      •  Rs. 786 Crore allocated in f.y. 2009-10 : Rs. 559 crore already released.
      •  Construction of roads and drains is being carried out in 949 unauthorized colonies by MCD, DSIIDC, I&FC.
      •  Water lines have been laid in 490 unauthorized colonies by the DJB.
      •  Sewer lines have been laid in 29 unauthorized colonies. Permission for sewer lines granted by Hon’ble High Court only in April 2008.
      •  Electricity provided in 1374 unauthorized colonies.
